Dear Delegate Hammen:
HB463 would alter the equal employment opportunity policy of the State to assure equal opportunity regardless of family responsibilities. In addition it would prohibit employers, employment agencies, and labor organizations from discriminating against an individual based on family responsibilities.
The Legislative Committee of the Carroll County Chamber of Commerce opposes this bill. Although the Chamber recognizes and supports personal responsibility for family matters, it opposes regulation of employment practices related to such matters. Family responsibility can include a broad range of situations, many of which may limit an individual’s availability to work to the employer’s standard. This bill would erode an employer’s ability to effectively manage its workforce.
We therefore ask that your committee give this bill a negative report.
